CONFERENCE: “2013 CONSTITUTION - 10 YEARS OF IMPLEMENTATION”

On the morning of October 16, 2023, at the A.1002 Auditorium, the Faculty of Administrative Law and State conducted a university-level scientific conference under the theme “2013 Constitution - 10 Years of Implementation.”

 

The conference was attended by Prof. PhD. Tran Ngoc Duong, former Vice Chairman of the National Assembly Office, permanent member of the Drafting Committee for the Amendment of the 1992 Constitution (the 2013 Constitution); PhD. Le Truong Son, Rector of the university; Assoc. Prof. PhD. Vu Van Nhiem, Secretary of the Party Committee, Chairman of the University Council of the Ho Chi Minh City University of Law; PhD. Le Thi Thuy Huong, Dean of the Research Management and International Cooperation Department; PhD. Nguyen Manh Hung, Dean of the Faculty of Administrative Law and State; PhD. Dang Tat Dung, Deputy Dean of the Faculty of Administrative Law and State; and LLM. Nguyen Van Tri, Deputy Dean of the Faculty of Administrative Law and State. Additionally, the conference was enriched by the participation of lecturers, experts, and scientists from various universities and research institutes, as well as graduate students and students with a keen interest in the subject.

 

To open the conference, PhD. Le Truong Son, the Rector of the university, delivered the opening speech. The first working session was chaired by the Executive Committee, including Prof. PhD. Tran Ngoc Duong, former Vice Chairman of the National Assembly Office, permanent member of the Drafting Committee for the Amendment of the 1992 Constitution (the 2013 Constitution); PhD. Le Truong Son, the Rector of the university; and PhD. Nguyen Manh Hung, Dean of the Faculty of Administrative Law and State. During this session, the authors successively presented three papers on the following topics: “Principles limiting human rights and citizen rights according to the 2013 Constitution and some recommendations” (by the author group LLM. Nguyen Tu Anh and LLM. Nguyen Mai Anh), “Issues of control between state agencies in exercising legislative, executive, and judicial rights according to the 2013 Constitution” (by the author group LLM. Nguyen Van Tri and PhD. Duong Hong Thi Phi Phi), and “Enhancing legal regulations on the supreme oversight of the National Assembly” (by the author group PhD. Nguyen Manh Hung and LLM. Truong Thi Minh Thuy).

 

 

 

 

 

The second working session was chaired by the Executive Committee, including Assoc. Prof. PhD. Vu Van Nhiem, Secretary of the Party Committee, Chairman of the University Council of the Ho Chi Minh City University of Law; Assoc. Prof. PhD. Pham Minh Tuan, Deputy Editor-in-Chief in charge of the Communist Review, and PhD. Dang Tat Dung, Deputy Dean of the Faculty of Administrative Law and State. During this session, the authors successively presented three papers on the following topics: “Administrative rights according to the provisions of the 2013 Constitution and their implementation” (by PhD. Tran Thi Thu Ha and LLM. Chu Van Ninh), “Innovating the organization of legal activity to exercise judicial rights in building the socialist rule-of-law state of Vietnam” (by Prof. PhD. Tran Ngoc Duong and LLM. Nguyen Thi Thuy Dung), and “Vietnam's local government law 10 years after the implementation of the 2013 Constitution” (by PhD. Nguyen Thi Thien Tri).

 

 

After each conference session, the invited guests provided feedback on the presented papers, and the conference proceeded to discuss these issues. 

To conclude the conference, Assoc. Prof. PhD. Vu Van Nhiem, Secretary of the Party Committee and Chairman of the University Council of the Ho Chi Minh City University of Law, delivered the closing remarks.
