Overview

The Faculty of Administrative Law and State was established in 1996 when the Law University (Ho Chi Minh City division) was separated from the Hanoi Law University, and became the Ho Chi Minh City University of Law. Currently, the Faculty of Administrative – State Law plays a crucial role in affirming the position of Ho Chi Minh City University of Law as one of the two largest institutes for legal education in Vietnam.

Composition and Structure

The leadership of the Faculty of Administrative Law and State consists of:

  • Ph.D. Nguyen Manh Hung – Dean of the Faculty of Administrative Law and State, Chairman of the Faculty Council, Secretary of the Party Cell.
  • Ph.D. Dang Tat Dung – Deputy Dean of the Faculty of Administrative Law and State, in charge of training and scientific research.
  • LL.M. Nguyen Van Tri – Deputy Dean of the Faculty of Administrative Law and State, in charge of organizational and administrative work.

The Faculty of Administrative – State Law consists of 5 affiliated departments:

  • Department of Theory of State and Law
  • Department  of Constitutional Law
  • Department of Administrative Law
  • Department of Administrative Procedure Law
  • Department of History of State and Law

Each department regularly organizes seminars and specialized workshops to enhance the expertise of the faculty’s lecturers and create scientific forums for scientists both within and outside the university, as well as for researchers, students, and learners currently studying at the school. 

Lecturers

Human resources is one of the factors that are always focused and given top priorities in the Faculty. The Faculty of Administrative Law and State is proud to have a team of highly experienced and qualified lecturers. As of 2023, the Faculty of Administrative Law and State Law has 33 lecturers, including 9 Ph.D. and 24 LLM. The lecturers at the Faculty of Administrative Law and State continuously strive to enhance both their expertise and ethical qualities, aiming to be exemplary, dedicated and committed lecturers as well as excelling in research work to produce high-value scientific contributions in both theory and practice. Furthermore, the friendly, dynamic and enthusiastic lecturers is also one of the important reasons for the strong bond between the Faculty and the students.

Functions and Responsibilities

The Faculty of Administrative Law and State has two fundamental functions: education and scientific research.

The Faculty of Administrative Law and State is responsible for teaching a wide range of subjects at the bachelor's level such as: Theory of state and law, Administrative Law, Legislative Drafting, Administrative Documents Drafting Skills, Administrative Law, Administrative Formalities, Construction and Housing Law, Vietnamese Constitutional Law, Foreign Constitutional Law, Constitutional Supervision, Local Government Organization Law, Legal Support Professionals, History of State and Law, Administrative Procedure Law, Inspection, Complaints, Denunciation, and Anti-corruption Law, Administrative Complaint Resolution Skills, etc. Additionally, the Faculty is also in charge of many subjects in English, such as Theory of State and Law, Customary Law and Precedent, Human Rights and Citizens' Rights, Administrative Law, Constitutional Law, and an Overview of Vietnamese History,…

In order to provide highly qualified human resources in the legal fields for society, the Faculty's courses are always designed to not only equip students with basic to in-depth legal knowledge, but also helps students acquire necessary skills for future law practice, such as legal research skills, critical skills, debate skills, case analysis skills, etc. The leaders of the Faculty always encourages and supports Faculty’s lecturers in constantly expanding their knowledge and adopting innovative teaching methods that align with the needs of students, creating engaging and practical learning experiences. Thereby, every lecturer attracts students with lively, attractive and highly practical lessons.

In addition to performing their educational duties effectively in the classroom, the Faculty’s lecturers are also actively involved in educational program developing, writing textbooks, creating lecture materials and specialized publications, and compiling legal regulatory documents. The educational resources of the Faculty are currently being used by many other law training institutions for research and teaching purposes. Besides traditional educational materials, the Faculty of Administrative Law ad State has invested in the development and publication of online resources on the Ho Chi Minh City University of Law’s e-learning platform, served as a valuable tool for online education which ensures the effectiveness and quality of education in the context of the era of Industry 4.0.

In addition to teaching activities, the Faculty of Administrative Law and State also contributes to solving important legal issues and matters at the national and local levels. Lecturers in the Faculty have published numerous highly regarded in-depth scientific research works and hundreds of scientific articles that have been published in reputable legal journals. The Faculty also regularly organizes specialized seminars that usually bring together a large number of legal scholars and practitioners. Furthermore, lecturers of the Faculty of Administrative Law and State are always actively and enthusiastically involved in guiding students in scientific research, supervising undergraduate theses, mentoring graduate students, and assisting doctoral candidates with their research projects.

In the future, the Faculty of Administrative Law and State Law will continue to develop a cohesive, dedicated and highly qualified Faculty, to preserve and build upon the achievements in teaching and scientific research. This will contribute to the ongoing development of Ho Chi Minh City University of Law as the largest legal training institution in the Southern region.
